Ready to deploy, reservist dies

A young soldier from the south suburbs died of a mysterious illness before she could fulfill her dream of serving her country on the front lines.

Rachael A. Lacy, a 22-year-old Army reservist from Lynwood, became ill more than a month ago after receiving several mandatory vaccinations--among them anthrax and smallpox--before her deployment to the Middle East. She died April 4.

"Rachael left home a healthy young woman, and she became sick shortly after she received her inoculations,'' said her father, Moses Lacy, who buried his daughter Wednesday in Lynwood.

An Army spokeswoman at Fort McCoy, Wis., where Lacy was based, said there was no indication any of the vaccinations Lacy received were involved in her death.

"But until the autopsy is done it's really hard to say," spokeswoman Linda Fournier said. She said it would be a month before all autopsy results were received.

Lacy's father said she developed what doctors first thought was a cold or a minor reaction to inoculations about five weeks ago. Her condition worsened, she did not respond to treatment for pneumonia and doctors looked further, even calling a specialist from the Centers for Disease Control and Prevention in Atlanta.

"They were just guessing; they had no idea,'' Moses Lacy said.

He said when his daughter could not breathe unaided and had an extremely high fever, weakness, headaches and nausea, she was taken from the military hospital to hospitals in nearby Sparta and LaCrosse, Wis., then flown by helicopter April 2 to the Mayo Clinic in Rochester, Minn.

Rachael Lacy died there two days later. Her father said he was then told she might have suffered from the immune disorder lupus, and her condition could have been caused by the smallpox vaccination.

Rachael Lacy joined the Army Reserves in 1998 after graduating from Thornton High School in Lansing. She was studying to become a nurse at South Suburban College in South Holland and hoped to receive a master's degree as well. A straight-A student, she had received state scholarships. She was with the 452nd combat hospital support unit based in Fort McCoy.

She was a "fanatic" when it came to her health and she exercised regularly, her father said. "All she kept telling me is, 'I want to get better because I want to go with my unit.' I would like the 452nd unit to know that although my daughter did not die in the battlefield in Asia, she gave her life for her country that she loved, nonetheless," Moses Lacy said. "They are soon to be deployed, and she will be with them in spirit."

'U.S. TERRORISTS' BEHIND MAILED ANTHRAX: REPORT

April 11, 2003 -- The anthrax powder used in the 2001 mail attacks has been reproduced by the Army, which found it was made simply, inexpensively and with limited expertise, it was reported today.

The new research reinforces the theory that the mailed anthrax was probably produced by renegade scientists, possibly from terror groups, and not by a military program such as Iraq's, the Baltimore Sun said.

"It tends to support the idea that the anthrax came from a domestic source and probably not a state program," David Siegrist, a bio-terrorism expert, told the paper. "It shows you can have a fairly sophisticated product with fairly rudimentary methods."

But the army research, which was conducted at its bio-defense center at Dugway Proving Ground in Utah, shows that foreign terrorists, such as al Qaeda, may also be able to create biological weapons, the paper said.

The Bush administration had cited the possibility that Iraq might supply weapons to al Qaeda as a reason for going to war there.

Letters laced with anthrax were sent to several media organizations, including The Post, and two U.S. senators in October 2001.Ed Robinson

Not to be rude but you are on a CANADIAN conservative website.

THe article above is hardly conclusive. People can die of vaccines this is much like people who catch Chicken Pox or Red Measles from vaccines. While I can understand your position if I had been supposedly poisoned by our govt I would be pretty upset as well.

HOWEVER. You are comparing apples to oranges here and you are in the wrong place to bang your drum.

We have enough XFILES like people without yourself to add to it.

Please find yourself a new place to recreate. Go off to some liberal conspiracy site I am sure they would even agree with you.

WASHINGTON, Oct. 30 /U.S. Newswire/ -- Former Defense Secretary Robert S. McNamara is among 11 defendants named in two first-of-their-kind class action lawsuits for allegedly covering up medical records without which veterans of atomic, biological and chemical warfare testing cannot receive needed medical and other benefits. The plaintiffs include veterans, their families, and the Vietnam Veterans of America (VVA), who allege a deliberate and ongoing cover-up by U.S. government officials to conceal and ignore relevant records, many of which are personal medical records that would allow them to seek proper benefits from the Department of Veterans Affairs (VA) for the often devastating long-term health effects of the government's testing of weapons of mass destruction.

Brought by the law firm of Shaw Pittman, LLP, the complaints -- one for veterans exposed to atomic detonations and the other for veterans exposed to biological and chemical tests, as well as their survivors -- aim to hold the government officials personally responsible for their involvement in illegal and unethical activities and to obtain justice for aging veterans. The complaints tell disturbingly similar stories of government and military officials protecting the government and themselves from liability for the effects of cold war atomic, biological, and chemical experiments on their own troops, sailors, airmen, and marines.

The complaints point to several smoking guns, including a White House memo that describes the classification of records as a tactic to minimize public relations risks and ultimately limit the government's legal liability. The veterans and their families also cite original test documents and reports that record large-scale radiation overexposures and medical test procedures that directly contradict government and military official statements that veterans were not used as test subjects and were not exposed to unsafe levels of radiation.

The "Atomic Veteran" plaintiffs consist of approximately 415,000 surviving veterans exposed to radiation as part of the government's atomic testing and military programs in the 1940-1950s and their survivors. The plaintiffs in the second complaint are the approximately 10,000 military personnel used as involuntary test subjects in biological and chemical warfare tests in the 1960s known as "Project SHAD" (Shipboard Hazard and Defense). Additionally, VVA serves as a named plaintiff in the SHAD case on behalf of the thousands of Vietnam-era veterans affected by the government's actions

"The VA has a statutory mandate to advocate for and protect the interests of these veterans, but instead VA officials have purposefully failed them. This is the age of Enron, when the government contends that you are personally responsible for your unethical decisions. We're holding up a mirror and expecting them to practice what they preach," said Shaw Pittman partner David Cynamon, who filed the complaints.

"America's veterans deserve proper health care for illnesses that may be due to exposure to harmful agents as a result of their military service," said VVA National President Thomas Corey. "Veterans deserve to be told the truth about their military service, as well as accountability from senior bureaucrats and other government officials. Justice for our nation's veterans is at the heart of VVA's mission. This class action will help veterans obtain the justice to which they have long been entitled," Corey added.

Former Navy crewmember of the USS Navarro in 1963 and plaintiff Robert Bates said, "I wasn't asked if I wanted to be a human guinea pig. I wasn't told that I was part of an experiment until thirty years later. And now, I can't get my complete medical records from the government so that I can get needed benefits." Bates suffers from congestive heart failure and joint problems thought to be related to the chemical warfare tests.

The Shaw Pittman complaints allege a policy that government and military officials began in the 1940s and current officials continue to carry out in order to keep veterans from claiming their just medical benefits. For example, government and military officials admit that Project SHAD medical records were and remain "classified" and unavailable to veterans attempting to claim VA benefits for health problems arising from biological and chemical agents used on them by their own military. The government contends that other relevant records disappeared, were destroyed, or never existed.

"They tell you that they can't give you benefits until you prove you were involved, but they keep the documents that can prove it in a sealed vault behind their desks. This is not the government my husband intended to serve," said Pat Broudy, whose husband died due to lymphoma, a cancer known to be caused by radiation exposure. Her husband had served in the occupation of Nagasaki, Japan, trained on a radioactive target ship, and participated in mock assaults on ground zero following atomic detonations in the Nevada desert but was denied VA benefits.

Shaw Pittman began representing veterans as a result of a pro bono project that relied on the firm's litigation and scientific expertise. "As Americans, we expect our government and military officials to adhere to a basic standard of legal and ethical conduct. We've seen Congress and the Administration rightly insist that corporate officials be held legally accountable for their actions. They need to know that they can't hide behind their organizations anymore," said Shaw Pittman attorney Douglas Rosinski.

The complaints were filed October 29, 2002 in the United States District Court for the District of Columbia.

lethbridge_east- Just an FYI- JB is not being rude- he is being overbearing- and trust me- with him there is a HUGE difference. That being said- I believe that Mr. Stone is posting here for your bennifit- primarily because many of the tests run durring this particular project were conducted off both the east and west coast, off the coast of several other continents- and for me in minnesots- in my back yard- There was a test that was run part of this project conducted in Minneapolis.

As it stands at this moment- much of the testing data- as far as where it was done, what exactly was used, and who may have been exposed is currently classified. He, and a few of the other survivors are trying to get it declassified.

The locations I can name off the top of my head- without looking anything up are Alaska- Ft. Greely, Hawaii, Guam, Novia Scotia, San Francisco, Minneapolis, Ft. Dietrick, MD, and Johnstons atol.

I know there were other tests along the border, and in the coastal waters- of not only the US, but Canada as well.

Happy joy that this is a Canadian conservative web site- it is irrelevant to the material posted- or the potential impact that the tests may have had on the Canadian people- undoubtedly without their knowledge or concent.

Just because the testing was done through America, and just because you don't like an attitude- don't assume that what is posted is irrelevant to those in your country.

Take some time, research things a bit- and then decide if he is blowing smoke.

JB- love ya- but you are not helping your case- you are proving her point.

You can put the info out- explain why it is relevant- but people have to find the relevance for themselves.

You and I both know it is much easier to deny that it is relevant than face the posibility that it could impact them. Screeming and hollering will not make it worth their time to research- in fact it may actually have the opposite effect- IE turn the channel- next....

These are by definition of the website conservative people- they are most likely quiet folks with deeply held beliefs, and although I am here at your request- I have enough respect for them to understand that this is difficult to comprehend, and harder to want to when it is essentially shoved down their throats.

Play nice- give some time for research, and if they are still closed minded- that is their choice.

That being said- This is a Veterans issues forum- the topic is relevant to both US and Canadian Veterans, and citizens- and with the length of time and forces applied to keeping this quiet- all the way around- it might be worth checking into.

J.B. Stone - I hope the truth is exposed through your reseach. Please keep us updated. I'm not particularly impressed with the legacy of deceit and corruption in the Johnson & Nixon Administrations so your allegations come as no surprise. Veterans seem to be let down by their governments in every country, especially so here in Canada. You seem to be a little rough around the edges in your postings but you're not the only one like that here on FD.

I haven't had opportunities to visit Montana very much, even though I live in Alberta. And just a small correction: you were probably interviewed by someone from the Calgary Herald. It's the best daily newspaper in Alberta IMHO.
